The objective of the assignment is to assist the Facilitation Organization (FO) in helping Water User Associations (WUAs) to prepare and implement their Agricultural Development Plans.  The plans will focus on measures to improve agricultural productivity, land and water management, and marketing.  The plan will also identify the advisory services needed by the WUA, with the assignment including the training of the WUAs in preparation of TORs and management of advisory service contracts.

The Department of Water Resources and Land Improvement invites eligible consultants to provide the following services: International specialist on improved irrigated agriculture productivity. The candidates will be assessed on the following minimum professional criteria:

  1. Master’s degree in agronomy and agro-food sector planning or related fields.
  2. Minimum 5-year experience in agriculture, including experience in irrigated crop production and experience in elaborating development plans for agricultural entities and farms communities.
  3. Minimum 5-year work experience in Projects, related to conducting trainings, providing support for WUAs or similar rural organizations, including delivery of training programs; preparation of guidelines; drafting TORs; managing contracts and monitoring implementation; preparing project reports etc.
  4. Work experience in the region.
  5.  Ability to work in a team, ability to accept alternative proposals (2 reference letters required from previous place of employment).
  6. Knowledge of English language is mandatory; knowledge of Russian is an advantage.
  7. Knowledge of MS Office software (PowerPoint, Word, Excel).

The selection of advisory services is carried out in accordance with the “Guidelines World Bank Guidelines on Selection and Employment of Consultants by the World Bank Borrowers, published in January 2011.
